HOUSE VOTE 1 - HR1501: Juvenile Justice - Permit Discipline of Disabled Students
June 17, 1999 -Norwood, R-Ga., amendment to allow school personnel to discipline students with disabilities who have weapons or illegal drugs, in the same manner as school personnel would discipline students without disabilities, including suspension or expulsion from school. Adopted 300-128: R 208-10; D 92-117.

NASW supports removal of students who endanger the safety of students and teachers, but opposed this amendment because it did not provide the option of counseling for students and continuation of alternative education services. Back to Top of Table

HOUSE VOTE 2 - HR2122: Gun Shows - Three-Day Background Check
June 18, 1999 -McCarthy, D-N.Y., amendment to require background checks for purchases at any event in which two or more vendors sell more than 50 guns and at least one gun is shipped across state lines; the amendment would give authorities up to three business days to complete the check. Rejected 193-235: R 33-186; D 159-49.

HOUSE VOTE 3 - HR2990: Access to Care for the Uninsured - Passage
October 06, 1999 -Passage of the bill to make Medical Savings Accounts (MSAs) available to all Americans. The measure would provide tax deductions for health insurance premiums and establish association health plans and HealthMarts, intended to make health insurance more accessible to small business and the self-employed through enhanced purchasing power. Under the measure, association health plans could not be sued in state courts. Passed 227-205: R 216-5; D 11-199.

NASW opposed this bill because it would create Medical Savings Accounts (MSAs), which NASW opposes as a concept. The establishment of MSAs provides an opportunity for the affluent or the healthy to opt out of the general insurance pool, which would then saddle the remaining members of the pool with significantly higher premiums. HOUSE VOTE 4 - HR2723: Managed Care Patient Protection - Passage
October 07, 1999 -Passage of the bill to require health plans to cover emergency care when a "prudent layperson" could reasonably believe such care was required. Health plans would have to allow direct access to gynecological and pediatric care. The bill would establish an internal and external appeals process to review denial of care. Patients or their estates would have the right to sue their health plan in state courts when they make negligent decisions that result in injury or death of patients. Passed 275-151: R 68-149; D 206-2.

NASW supported this bill because it was the most comprehensive Patients’ Bill of Rights that contained managed care standards to ensure the provision of quality health, mental health, and substance abuse care. Back to Top of Table

HOUSE VOTE 5 - HR2: Title I Reauthorization - Total Funding Increase
October 21, 1999 -Roemer, D-Ind., amendment to increase the authorization for Title I funding from $8.4 billion to $9.9 billion. Adopted 243-181: R 39-178; D 203-3.

HOUSE VOTE 6 - HR2300: "Straight A's" Education Overhaul - Passage
October 21, 1999 -Passage of the bill to give a limited number of states flexibility to spend federal education funds in exchange for new accountability requirements and pledges to improve student performance. The measure would establish a pilot program to permit 10 states that develop student performance goals to participate in a flexible grant program under which they would receive a block grant of federal education funding to be used at their discretion. If participating states could not meet its objectives within five years, they would have to revert back to the current allocation system. Passed 213-208: R 208-9; D 5-198.

NASW opposed this bill because it would weaken the federal role in targeting funds to the most economically disadvantaged students and undermine efforts on important national educational priorities. Back to Top of Table

HOUSE VOTE 7 - HR3073: Responsible Fatherhood - Parents
November 10, 1999 -Mink, D-Hawaii, amendment to replace the word "father" with the word "parent" and to make several other changes. Rejected 172-253: R 2-212; D 169-41.

November 10, 1999 -Edwards, D-Texas, amendment to prohibit funding under the bill to any faith-based organization that is "pervasively sectarian." Rejected 184-238: R 7-204; D 176-34.

HOUSE VOTE 9 - HR4205: Fiscal 2001 Defense Authorization - Instruct Conferees
September 13, 2000 -Conyers, D-Mich., motion to instruct conferees to agree to the provisions contained in section 1068 of the Senate amendment that deals with federal hate crime law. Motion agreed to 232-192: R 41-175; D 190-16.

NASW supported this motion because it broadened the categories covered by hate crimes to include gender, sexual orientation, and disability and would make it easier for the federal government to get involved in the investigation and prosecution of hate crimes. Back to Top of Table

October 25, 2000 -Adoption of the conference report on the bill that would appropriate $14.9 billion in fiscal year 2001 for foreign operations. Adopted (thus sent to the Senate) 307-101: R 133-77; D 173-23.

NASW supported this bill because it passed without the "global gag rule" which prohibits foreign nongovernmental organizations that provide family planning services abroad and receive U.S. federal funds from offering abortion services or advocating for changes in abortion policy, even with their own private funds.
