Phone Script: “As a constituent and member of the National Association of Social Workers, I am calling to encourage Representative ____________ to sign on as a co-sponsor to H. Con. Res. 392, calling for the adoption of a Sensible, Multilateral American Response to Terrorism (SMART) security platform for the 21st century.

BACKGROUND

When the Bush Administration decided to declare war on Iraq, they bypassed international systems set in place by the United Nations to assess the accuracy of assertions that Iraq held weapons of mass destruction that posed an imminent threat to U.S. interests. This resolution, aims to curtail future administration's ability to declare pre-emptive war without going through the full channels of international diplomacy.
