Dear Representative Woolsey:
I am writing to convey to you the National Association of
Social Workers' (NASW) support for House Concurrent Resolution
392, which you introduced on March 18, 2004.
This resolution calling for the adoption of a “Sensible, Multilateral
American Response to Terrorism” (SMART) security platform for
the 21 st century defines the approach NASW recommends in our
country's response to terrorism.
We particularly appreciate that the SMART security platform
for the 21 st century embraces international law and cooperation,
reduces the proliferation of weapons, demonstrates respect
for human rights, promotes democracy and sustainable development,
and addresses emerging threats early and effectively before
they reach crisis levels.
NASW will post this letter on our Web site, and will also
encourage our members and chapters to contact their representatives
and senators, urging them to become sponsors and, ultimately,
to adopt the resolution.

of this important resolution.
