New Grants Available Through The Substance Abuse And Mental Health Services Administration (SAMSHA)

$5.2 Million Available for Adolescent and Family Substance Abuse Treatment Grants

SAMHSA announced the availability of FY 2006 funds for grants to provide services to adolescents with substance problems, along with their families.  SAMHSA expects grantees to utilize proven effective treatment protocols that include families as integral parts of the treatment process.   These protocols include the Assertive Community Reinforcement Approach coupled with Assertive Continuing Care.

The Assertive Community Reinforcement Approach is composed of sessions with the adolescent and one or more caregivers, individually and jointly.  Therapists teach adolescents and family members how to find and use reinforcement for staying substance free.  Assertive Continuing Care addresses the need for continuing care, the role of motivation in shaping behavior, and the development of cognitive skills in order for the adolescent to remain free of substances.

The amount of $5.2 million is expected to be available to fund up to 17 awards in FY 2006.  Annual awards are expected to be approximately $300,000 per year in total costs for up to three years.  The grants will be awarded by SAMHSA's Center for Substance Abuse Treatment.

$9.7 Million Available for the Treatment of Homeless Individuals

The Substance Abuse and Mental Health Services Administration (SAMHSA) announced the availability of FY 2006 funds for development of programs that provide comprehensive drug, alcohol and mental health treatment systems for persons who are homeless.

It is expected that up to $9.7 million will be available to fund up to 25 awards in FY 2006. Annual awards are expected to be $400,000 per year in total costs for up to five years. 

WHO CAN APPLY: Eligibility is restricted by statute to community-based public and private nonprofit entities. These entities include county governments, city or township governments, federally recognized tribes, state recognized tribes, urban Indian organizations, tribal organizations, community-based nonprofit organizations (including faith-based organizations), and community-based state entities, such as state colleges, universities, and hospitals, that propose to provide services to the community.  States are not eligible to apply.  Current Treatment for Homeless grantees are not eligible to apply under this funding announcement unless their grant ends in 2006.

$8.4 Million Available for Targeted Capacity Expansion Program for HIV/AIDS Mental Health Services Grants

The Substance Abuse and Mental Health Services Administration (SAMHSA) announced the availability of FY 2006 funds for cooperative agreements to expand the provision of effective, culturally competent HIV/AIDS-related mental health services in minority communities, for persons living with HIV/AIDS and having mental health needs.

It is expected that up to $8.4 million will be available to fund up to 16 grants. Annual awards are expected to be about $525,000 per year in total costs for up to five years. The grants will be awarded by SAMHSA's Center for Mental Health Services.

WHO CAN APPLY: Domestic, public, and private nonprofit entities, such as:  federally recognized tribes; state recognized tribes; urban Indian organizations; public or private universities and colleges; and community, faith-based and tribal organizations. Because only direct mental health service providers may apply, states and local governments are not eligible. The statutory authority for this program prohibits grants to for-profit organizations.
